i am not familiar with debian, but a quick package search in debian sid 
shows that it's in libgstreamer-plugins-base0.10-dev:
http://packages.debian.org/search?suite=sid&arch=any&searchon=contents&keywords=gstappsink.h

although there's no package containing gstapp in lenny:
http://packages.debian.org/search?suite=lenny&arch=any&searchon=contents&keywords=gstappsink.h

if you are stuck you might find some help at the openframeworks forum 
(http://www.openframeworks.cc/forum/), because the video module is based 
on ofVideo.
