i checked the specs again. 
http://oss.sgi.com/projects/ogl-sample/registry/EXT/framebuffer_object.txt 
and i saw in the examples that they call glGenerateMipmapEXT after 
creating the textures also. i added this to our code as well and 
committed to git. could you try if it works?
