[Fluxus] liblo 0.25 lo_arg_size problem

Hi,

I have liblo version 0.25 where the log_arg_size function declaration was
moved and is not included in the headers. In the current CVS revision, this
function is back again, so I've included a test in SConstruct to check this
function and a macro in OSCServer to add the declaration if necessary.
