[Fluxus] debian packaging

instead of perfecting the packages to death i added TODO.debian and
uploaded them to:

http://artm.org/pub/fluxus/deb

when installing binary packages the order is:

- mzscheme
- [drscheme] # optional
- fluxus

(or with a single dpkg -i *.deb)

i test both plt packages on debian sid and ubuntu gutsy, but i'm not
ready to test fluxus itself yet - want to make sure I don't lose my
install of the CVS HEAD :-)
